Subject: From 1 March 2025 ships shall report to maritime administration authorities when entering the internal waters of the PRC under emergency situations
China MSA published an announcement recently requests ships, with effect from 1 March 2025 report to maritime administration authorities when a permit to enter Chinese internal waters has not yet been obtained under emergency situations, such as urgent personal illness, mechanical failure, distress, and adverse weather conditions.
The reporting methods
The reporting shall be done through any of the following methods: Marine radiotelephony, VHF, MF and HF, marine satellite telephone, wired telephone, fax, the emergency maritime rescue number +86 12395 or other effective ways.
Time and content of the reporting
The reporting shall be done by ships upon urgently entering the internal waters of the PRC. The content of the report is as follows:
1. Ship's name, IMO number, call sign, flag, ship type, and ship’s contacts;Shipowner, operator, and manager;
2. Ship's position, course, speed, and planned navigation routes;
3. Ship's estimated entry and departure time;
4. Ship's main dimensions and drafts;
5. The number of crew members and passengers onboard and their health conditions, the number of persons in distress, illness, and the extent of casualties;
6. Cargo information, including the official names of the dangerous goods, the UN numbers, pollution categories, and quantities loaded;
7. Direct reason of the emergency entry, measures taken and assistance required;
8. The Emergency Report Form (as per attached) shall be submitted as supplement as soon as the ship enters the internal waters of the PRC.
If ship's Automatic Identification System (AIS) does not work properly after the emergency entry, in addition to the above-mentioned reporting requirements, the following information shall also be reported every hour until the ship leaves the internal waters of the PRC or a permit is obtained:
1. Ship's name, call sign, and IMO number;
2. Ship's current position, intended course, and speed.
Others
1. Ships shall be subject to the instructions and supervision of the maritime administration authorities of China.
2. The maritime administration authorities have the rights to take actions according to relevant laws, regulations and rules in case a ship fails to report as requested or refuses to follow their instructions or supervision.
